Fast travelling about 3 times is the quickest way to cause this it seems, otherwise just playing for over 30 minutes does the same. Can take fps in heavily forested areas from 80fps down to 55fps and lower. Restarting the game in exactly the same scene takes the fps Think of the RTX series as the higher end cards with the GTX series as the lower end, more budget friendly cards.
